I would recommend SUNYIT's Nursing and Business programs. They are staffed with many professors, have competent school offices and good course selection. SUNY also has a joint Electrical Engineering degree with SUNY Binghamton that is worth looking into for people with that interest who want to stay in Utica.
If you are interested in Computers the best program is the Computer Information Systems degree rather than the Computer Science degree. There is a joint master's with this program and the professors are more flexible. The ISET school (computers and engineering) has the least flexible course offering, with many being offered with only one or two time and/or professor choices.
Night classes are common as many people work/commute. Most courses can be taken after 4pm if you can plan ahead.
The campus is nice and in a wooded setting apart from the community, but adjacent to a shopping center, the main highway into Utica and the interstate. It is definitely safe. The dorms are decently sized townhouse-style suites with ethernet access. The campus does not have wireless access except in part of one building, but they are planning on implementing it. Check into the status of this if it is important to you.
I went here because it was comparatively inexpensive for the area and I stayed because the program I was in and the courses I was required to take were tolerable and sometimes quite good. It is not a fantastic school and the course selections in a given semester aren't always the best, but it covers all the bases for the degrees it offers and is a pleasant place to be. The staff is not too dificult to deal with compared to many colleges I've dealt with. It's a good value.
